Putin’s war of conquest has moved into its twenty-second day and we continue to witness the bombardment of innocent civilians, their homes reduced to rubble, crowding railroad stations bundled against the cold, meager possessions stuffed into a suitcase, and death dropping daily from the sky -- images reminiscent of the old black-and-white newsreel footage of the 1940s. But this is not 1940. It is not supposed to be this way. Has Putin’s violent war inaugurated a new era, an instability?
